Emergency Utility Bill Assistance Program
As of October 2025, the City of Fort Bragg is offering emergency financial assistance for low- and moderate-income households through our Utility Bill Assist Program (UBAP). Residents living within the city limits of Fort Bragg with low or moderate income may qualify for some assistance in paying their monthly utility bills if their household is currently experiencing a financial emergency. Payments will be made directly to Utility Providers on behalf of qualified households. This Program is funded by a grant from the California Department of Housing and Community Development's Community Development Block Grant (CDBG) program. Program Guidelines were adopted by the Fort Bragg City Council on October 14, 2025, and the program will continue until May 12, 2028, or until funds are exhausted, whichever occurs first.
The Program can provide up to $800 of assistance to eligible households residing within the Fort Bragg city limits. Applicants must provide documentation of income and proof of financial emergency. If a qualified household is approved for emergency financial assistance through the Program, the City will make selected utility payments directly to Utility Providers. Recipients of assistance may reapply for the program 12 months after receiving assistance, subject to requalification.
Applications are available to be picked up from the City Hall lobby at 416 N. Franklin Street, Fort Bragg, CA 95437. You can also complete the electronic application linked below and email your completed application to ed@fortbraggca.gov.

Low Income Household Water Assistance Program (LIHWAP)
The new federal Low Income Household Water Assistance Program (LIHWAP) provides financial assistance to low-income Californians to help manage their residential water utility costs.
